Editorial Ethics and Best Practices
Cirugía del Uruguay is a peer-reviewed publication using a double-blind review system.
The journal considers ethics in the editorial process essential for maintaining the quality and integrity of research texts.
For this reason, Cirugía del Uruguay adheres to and is committed to complying with the guidelines presented in this code. These guidelines are based on the principles of transparency and good practices in academic publications established by the Committee on Publication Ethics (COPE). COPE Best Practice Guidelines
These standards are in effect during all stages of the selection and publication processes and apply to all participants, including authors, reviewers, editors, and the editorial board.
1.Commitment of Authors
Authors must adhere to the following ethical guidelines:
Authorship and Contribution Statement
Authors must sign an originality statement confirming that the submitted text is the result of their personal or co-authored intellectual contribution. They must also confirm that they have approved the final version and agree to its publication.
Each author is required to indicate their percentage of contribution to the research that led to the text.
The journal will list the authors in alphabetical order in the final publication.
Intellectual property
Authors that publish in this journal agree to the following terms:
Authors retain copyright and grant the journal the right or first publication. This work will be licenced under a Creative Commons Attribution 4.0 International (CC BY 4.0),licence allows others to share the work with proper acknowledgment of both the author’s original contribution and is initial publication in this journal.
Originality and Data Integrity
Authors guarantee that the content of their submitted work is original and has not been previously published. They must also confirm that they are in full possession of all publication rights.
By submitting their work, authors certify that the data presented is truthful and has not been plagiarized, invented, manipulated, or distorted.
Adherence to Publication Terms

Plagiarism
Plagiarism is the act of presenting another person's ideas or words as your own. When quoting or paraphrasing parts of another author's work, you must properly cite and reference the source within the text.
Authors understand that the detection of plagiarism is an immediate reason for rejection by the journal. If plagiarism is ever found, the author will be notified and provided with a full explanation.
Sanctions for Plagiarism
If you report a case of plagiarism to us, we will keep you informed about the process we follow.
- All submitted articles are checked for similarities to identify the extent of any copying.
- The case is then presented to the journal's Editorial Board for their opinions and comments.
- Editors will send documentary evidence of the plagiarism case to the author who submitted the article in question and will request a response..
If authors are found responsible for plagiarism:
- The editor of the journal where the original, plagiarized article was published and the authors of that article will be informed.
-Cirugía del Uruguay will publish an official retraction of the work.
-The online version of the article will be removed.
-The journal will not publish any other articles from the authors involved in the plagiarism for a period of 5 years.
-A documented report will be submitted to the authorities of the institutions of the authors involved in the plagiarism.
Adherence to Style, Citation, and Bibliographic Standards
Authors must always provide the journal with accurate source information for all contributions mentioned in the text, following the Vancouver style guide.
All data, figures, tables, photographs, and references to previously published materials must be properly identified and credited in the bibliographic notes and citations. This also applies to unpublished data obtained through verbal or written communication. Authors are responsible for obtaining the necessary permissions from the copyright holders of this material.
Conflict of Interest and Disclosure
Authors are obligated to explicitly declare any conflicts of interest that may have influenced their research findings or proposed interpretations.
Authors must also indicate all sources of funding—including agencies and projects—used for the research. If applicable, they must specifically name the funding body and disclose any other commercial, financial, or personal ties to individuals or institutions that could have an interest in the work.
Content Responsibility
The responsibility for the content of all texts published in Cirugía del Uruguay rests exclusively with the authors. The authors also commit to thoroughly reviewing the most current and relevant scientific literature on the topic. The journal does not necessarily endorse the opinions expressed in the published works.
Simultaneous Submission to Other Journal
Simultaneously submitting the same manuscript to two or more scientific journals is considered an unethical practice.
Authors are obligated not to publish the same research in more than one scientific or academic journal.
Self Plagiarism
Self-plagiarism, also known as text recycling, is when an author copies parts of their own previous work into a new document without proper attribution. This practice is not considered ethical.
Self-plagiarism can be detected in both new manuscripts submitted for publication and in articles that have already been published. When this happens, the editor will contact the author to request a clarification and, if necessary, to take action. Based on the editor's judgment, if the self-plagiarism is minor, the author may correct the work by adding the missing citations to their previous works.If large recycled paragraphs are identified, the text can be rejected. When the text is rejected, the editor will explicitly state to the authors the reason for the decision.
In every case, authors must take special care not to engage in excessive self-citation.
Redundant publication (duplicate publication)
Is defined as publishing the same article in two or more journals with a different title, a change in the authors' order, or by removing citations from the original article. This type of publication can be detected using similarity software like Similarity Check.
It is permitted when it is minimal, as judged by the editor. This is the case, for example, when the same methods section is used or a new analysis is conducted, and provided that the secondary text cites the original source.
When a redundant publication is detected, the editor contacts the author to request an explanation and, if appropriate, to take action.
Data Access and Retention
The authors agree to provide the editorial board the data set on which their research is based, for public access.
About Editors
Editors must be responsible for all content published in their journals. This responsibility encompasses several key aspects:
- Satisfy the needs of readers and authors.
- Strive for the continuous improvement of the journal.
- Establish processes to ensure the quality of published material.
- Advocate for freedom of expression.
- Maintain the integrity of the publication's academic record.
- Prevent business needs from compromising intellectual and ethical standards.
- Be ready to publish corrections, clarifications, retractions, and apologies when necessary.
About reviewers
-Reviewers must issue their verdict objectively and without bias.
-Reviewers will have all the necessary guidance and preparation, as well as an evaluation guide, which will let them know how to conduct the evaluation, weigh the quality of each part of the document, and state their observations and final decision.
-Reviewers will handle the works and the information they contain confidentially until the document is published.
-The journal will guarantee the preservation of the reviewers' anonymity throughout the entire process.
-Reviewers will immediately inform the editors about any detected violations of good ethical practices during the review process, such as: unethical research design, improper handling of data and rights, plagiarism, among others.
-Reviewers will promptly communicate to the editors any conflict of interest they may detect upon reading an article that has been sent to them for review.
-The necessary procedures will be implemented to ensure that the reviewers' comments reach the authors in their entirety, and that they do not contain offensive or defamatory remarks.
-The performance of reviewers will be monitored periodically, and measures will be taken to ensure that the reviews conducted are of high quality.
-The database of reviewers will be maintained and updated to ensure it provides an adequate representation of the scientific community specializing in the journal's publication topics.
-Reviewers who consistently produce offensive, low-quality, and late reviews will no longer be used.
